More Ron's friend than Kim's, Felix is an easygoing boy who enjoys video games and basketball. The fact that he is paralyzed does not stop him from enjoying life, especially since his mom, who is a cyber-robotic genius at the space center, tricked out his wheelchair. Felix often jokes about his situation, much to Kim's discomfort. In fact, when Felix first arrived, Kim was in a way even more paralyzed than Felix, since she kept trying to think of the most "appropriate" way to behave around him. In the beginning, her efforts were repeatedly met with failure. But inspired by Ron's mellow attitude, and especially discovering that Felix was more than capable of handling life from a wheelchair, she relaxed eventually. While playing basketball with Felix, Ron has shown to understand his lack of focus as what keeps him from excelling at something. Kim told Ron that he can't win (Ron was "two buckets down" against Felix), but Ron replied that focus was all he needed.
Felix is a good friend, supporting Ron in the two episodes he appeared in, Motor Ed and Steal Wheels. He has helped on those two missions and was essential to their success, his wheelchair's abilities coming in handy. Since both missions involved Motor Ed (who claims that he could've handled Kim the first time had Felix not interfered), the argument could be made that Motor Ed and Felix have somehow become personal enemies to each other.
